Procure 21+ Pre-Qualification of a Consortia bid

Consultancy – Responses to 59 questions

Propeller was approached by three national main contractors to produce a joint bid document under the special purpose vehicle 2VB. Procure 21+ was a large and complex document requiring responses to 59 questions covering every aspect of the construction and procurement process.

Over 50 companies applied for pre-qualification with only 12 proceeding to ITT stage. With compliance requiring satisfactory responses to every question, the task of demonstrating satisfactory arrangements and evidencing them was complex.

Initially we arranged a workshop with the companies in order to define the framework governance model that was to be used to describe the management arrangements. This allowed us to incorporate experts in all of the required fields to demonstrate a robust and highly competent team of champions.

After this we completed an evidence collection exercise, which was undertaken in order to support the claims that were made. We used our highly innovative internet software, EasyPQQ to allow all parties to collaborate in this exercise from their individual offices by providing secure access to the system.

EasyPQQ allowed us to collaborate online in reviewing responses, search for evidence with the systems highly efficient search engine and attach charts and diagrams where they were required. This made upload to the BRAVO system easy to achieve.

We calculated a challenging programme of response drafting, intermixed with workshops and sign off groups. This was managed by our internal project manager and within a three week period, the document was completed allowing a comfortable period for senior management to review and sign off prior to submission.

Although Procure 21+ did not provide relative marking to other submissions, the scores achieved by our bid were averaged at over 80% and the objective of pre-qualification was achieved.
