Propeller client wins Network Rail’s CP6 Framework

The Client

Our client is a multi-disciplinary rail company working across the UK. They are experts in signalling, and work in the P-Way and Civils sector. One of the client’s greatest assets is their vast wealth of experience they have in delivering signalling solutions worldwide. Their sole objective was to win the Network Rail CP6 contract.

Why the client approached us

A senior executive of our client’s organisation had worked with our team in a previous work capacity. They were previously successful with Propeller and recognised that our bid team continue to be bid writing experts in the rail sector. It made sense to our client to engage with a trusted organisation with a proven reputation for winning Network Rail contracts.

How we added value

We supported our client through the PQQ/SQ and ITT stages of the contract. We provided the client with our project management service, where we assign a Project Manager to all submission projects we undertake. This involved client liaison, assigning resources for the team’s workload, and constantly reviewing the work as it progressed.

For this client, we acted as a critical friend and reviewed all their first drafts. At the PQQ/SQ stage, we provided the client with feedback and comments. The Propeller team undertook a final review and provided them with feedback. The same team at Propeller was assigned to the ITT stage for continuity. Topics that needed covering included:

Our client also benefited from our graphic design service. Our Graphic Design team laid out a vast amount of written content in very restrictive margins. Our graphic designers and artworkers also worked with the bid team to create and design a suite of infographics, charts and tables.


The client was successful in winning the CP6 Minor Signalling Framework. The framework award is one of the most substantial of Network Rail’s CP6 contracts to be let following the Office of Rail and Road’s final determination, which confirmed £35bn of funding for rail maintenance and renewals. The Commercial Manager of our client’s organisation said:
