Regional contractor wins two lots

Our client, a regional contractor, provides partnered construction, design and project management services. Working for both public and private sector clients their projects range from £50 to over £50 million across central, southern and eastern England.

They were keen to be appointed to the renewed Suffolk County Council Construction Framework valued at £500m over 4 years and covering projects ranging from £200K to in excess of £2m. Recognising the strategic importance to the business of the new framework and having narrowly missed out on the previous framework tender they first approached Propeller for assistance with the pre-qualification questionnaire.

The pre-qualification was successful and the Invitation to Tender was duly issued the following February and contained a substantial and detailed written quality element. The client again approached Propeller for assistance with written answers, graphics and presentation of the tender submission.

The Propeller team reviewed the extensive ITT documents and conducted background research on Suffolk CC and their stakeholders providing a comprehensive Executive Overview before preparing detailed Answer Plans which were closely aligned to the evaluation criteria. Every answer was to be written to maximise an ‘excellent’ mark with clearly identified key benefits acting as value signposts throughout the document.

We then held a Bid Workshop with the client aimed at fully understanding their culture, processes and approach and identifying high quality, relevant evidence that would support the messages and commitments set out in the answers.

From Propeller‘s point of view the key challenge was addressing and evidencing detailed, multi-layered questions against comprehensive evaluation criteria in answers largely limited to one side of A4. From a Bid Writer’s perspective this meant challenging the value every word and sentence brought to the bid; developing punchy, impactful descriptions of complex processes and challenging content that failed to ‘pull its weight’ for the space it occupied.

Infographics and graphic design ensured the finished tender document not only looked professional – showing our client’s investment in and commitment to the Framework – but enhanced comprehensibility and engagement of the reviewer.
